Another common government practice regarding Budgets, … is the “spend it or lose it” Budget practice followed by every government Deparment.

Remove this incentive, and the habit will change.

Go back to Jimmy Carter's zero based budget. You have to justify everything you request. Quite onerous for the ones doing the budget but would bring to light where the waste is. It became vogue at the time and my company installed it for a couple of years. Pain in the arse but it makes you think.

serious question: what evidence do you have that indicates that any of the above will ever change in the GOP’s favor?

where is the “realistic picture” that puts non-MAGA Republicans in a position to achieve any form of legislative victory?
