So, if the vote doesn't take place, then the constitutional change is not enacted, and he will not be able to run again.
I think people are taking this the wrong way. Postponing the vote doesn't allow him to stay in office.
If he was to postpone the election, then the dictator claims would be more justifiable.

"Elections." I'm sure those will be perfectly valid when they happen.
Putin probably doesn't want to be in office for the next 20 years, but is likely scared of what will happen if he leaves. A common worry among dictators.

So he is postponing a vote that would allow him to stay in power? So as of now he can't stay in power and postponing a vote to change that?
