A moment of opportunity? It took 10 years from the Essen summit to Poland's accension to the EU and 8 years from the Rome Summit to Poland's accession to NATO. This was the long-term plan of several former Warsaw Pact countries, such was their desire to avoid being subject to the Russian sphere of influence.

Again, the whole point of ensuring no European support in Latin America was to challenge European hegemony, becausw of US security concerns related to the War of 1812. And the distance to the southern regions of Latin America is greater than to Europe, so I'm confused as why the hemisphere distinction is meaningful here as somehow 'non-global.'

Technically Russians is a nationality, Jews is a religion. That’s probably why.

Stipulations were put in place that took a while to address. They stepped up.
