I found the actual quote by President Trump and, just as I thought, the presstitute misquoted President Trump.
President Trump's entire quote is:

“You have people registered in two states. They're registered in a New York and a New Jersey. They vote twice. There are millions of votes, in my opinion.”
President Trump actually said "They vote twice." immediately after he said, "You have people registered in two states. They're registered in a New York and a New Jersey." which means he is saying it is voter fraud when they vote twice not just because they are registered in 2 states.
