That is not what this paper is about. It’s primarily about foreign policy. It’s about 30 pages, but it’s a quick read. I liked it, and it explains some of the things that are discussed on here a lot, like why we are messing with Venezuela when we were “promised no foreign entanglements”. In fact, Trump’s position has never been “No foreign wars” it has been that we will only do these things for American interests.

Throughout the years no matter what stripe the President, this ambiguity has often brought actions that fall outside this purview.

The lack of discipline with drugs is the problem, not the drugs themselves imo. That lack of discipline is why we can’t have nice things.
Not sure we’ll ever figure out how to artificially implement that discipline without law enforcement. Now how much law enforcement should be used is the question.
