You’re only considered unemployed if you are actually unemployed and looking for a job. If you’re not looking you are considered unemployed. Many are not looking so even though they are actually unemployed they are not included. Fake unemployment figures.

That implementation was active during the Trump administration as well but not many people brought it up back then.
