He doesn’t really mean free. If it were actually free, there would be no money to pay the professors.
He means the government should forcibly take money each of you has earned, under threat of imprisonment and further confiscation of wealth, to pay for other people’s community college.
When the people who run the community colleges realize there’s no personal accountability for the “free” tuitions, the costs to attend will skyrocket.

This is probably because minorities are over represented in CC compared to 4 year schools.
So in the admins mind this is a round about way of reparations potentially.

In Mississippi, it is pretty much free if you’re not a complete dumbass graduating from high school or if you qualify for a full Pell grant.

Well, maybe one that teaches folks to use a GD question mark at the end of a friggin question. Plenty of CC degrees will place one in a good position - for example trades/jobs such as a welder on an offshore rig. If by chance come down from your ivory tower and let folks know what you learned from your college experience.
