I think they technically are both correct, it's just a matter of personal preference. Unlike being a sanctuary state and sheltering Felons, Illegals, and MS13, which would be a violation of federal law.

I never use a comma before the conjunction but those who do aren't wrong.

I just looked it up. They are both correct. It called an Oxford comma when you use it before “and”. You can use any style correctly however just make sure you stick to the same style throughout your entire document.

This is the problem with the country. Too much, "You can do whatever you want."
I miss the days of unflinchingly rigid grammar standards.

You may want to reconsider. Lack of the comma cost a Maine dairy company millions last year. It’s easy, cost nothing, and clarifies so much!

More than 3 use a comma before the conjunction. Otherwise, dealers choice.
