I don't think Waltz will directly order the MN National Guard to impede ICE.
I do think he will attempt to create a situation that brings the NG into conflict with Federal Law Enforcement.
That is his greatest wish, to see a violent encounter between Federal and State law enforcement.

The Guard has JAGs that will review any orders that might contravene federal law. The commanders should not put their troops in a position to receive an unlawful order.

Even the urban guys are unlikely to give two craps about illegals. The problem is the officers that were indoctrinated in university. They also probably won't be using 11B, etc., during this. It'd be MP units which may be squishier than combat arms.

They'll get staged somewhere and look to be protecting somwthing without really impeding ICE's operations.

Minnesota has its own Uniform Code of Military Justice—Chapter 192A of the Minnesota Statutes.
It applies to:
Minnesota National Guard members not on federal active duty
Personnel on state active duty or Title 32 status
Certain civilians accompanying the force in specific circumstances
When Guard members are federally activated (Title 10), they fall under the federal UCMJ, not Minnesota’s.

Interesting question, pretty sure the TAG appointed by Walz will run as close as he can to skirting the law.

I wonder if any of theses NG members would resign before obeying deployment orders they don't like. They could tell the press they are doing a "Tim Walz".
