Wrong in that it’s only partially true. A half truth.
The term “arrest” actually has more than one functional meaning.
1) Some people who are detained and placed in handcuffs but later released without being charged will often say that they were “arrested”. People know exactly what they mean. In layman’s terms, this is an arrest, but technically no, they were only detained.
2) When an arrest warrant is issued, rather than a summons, after an indictment, and the person is taken into custody and brought to court, this is the classic use of “arrest”, ie. taken into custody to face charges.
3) A summons is only a slight variation of this type of arrest. Instead of law enforcement having to go get someone and take them in, you allow them to self-report to the jail/court, where they are “taken into custody”, processed, and arraigned before the court.
If someone who was summoned to appear at court for a criminal charge is ever later asked if they had ever been arrested, the answer is yes. That’s because that definition of arrest means that they were formally charged with a criminal charge and were “taken into custody”, ie. processed by the jail, fingerprinted, arraigned, and signed a bond of some sort to allow their release.

The only consolation is congress is big mad and they mean it.
Comey's judge will obviously throw it out when Comey's lawyers say it is unfair for OMB 's DOJ to do this.
Comey will be on MSNBC by January with a book on wrongful prosecution. Decatur and SFP will purchase the psychopath Comey's book, with a jizz rag and lotion.

No. It's just how you're permitted/forced to process, basically.
The indictment is the indictment.
This is just how you're permitted to present yourself to the court to respond (called an arraignment or initial hearing) to enter your initial plea.
