I watched the clip. He was calm when he pointed out what is going on. It was really nicely done.
Anyone complaining about this is just looking to be mad. His numbers may or may not have been exact, I don't know. But the message was real and relevant.
However, the MSM will only go with the rude angle and ignore the content even though he wasn't rude.

they met their 2017 obligation to the general fund. it was based on GDP I believe. The 2% is a separate goal for 2024
