Again, how can these purported co-conspirators not know who the crucial witnesses already are? It wasn't exactly a large population.

If Brennan is part of a deep-seeded conspiracy that existed when these indictments were sealed, which includes the acting AG for 4 years AFTER they were sealed, how would they not already know this information? Why hack PACER when their network could provide copies of this information to them?

How did they not have access to this information already?
Barr, Garland, etc. were acting AGs who had access to this information. The FBI field offices involved would have access to this information.
Why hack when they can just get copies through their network, legally and in a clandestine manner?

Based on logic in how the conspiracy would work and not already be exposed. If you have so many potential whistleblowers so that they couldn't easily be identified in the indictments, was this even a clandestine conspiracy? How many hundreds/thousands of people have this secret information? Why has it taken so long?
I mean Trump had this already signed, sealed and delivered and let Joe Biden win the Presidency in 2020? How fricking dumb is Trump and his inner circle?

What assumption makes you think it was just 20-50 people? There are many more than that but in smaller roles. A combination of them would be crucial. Loosing a few of them would be beneficial for those in jeopardy. You nor I knows how deep the rabbit hole is.

Um, dumb question. Can you even obtain this type of info through PACER? When I file things in federal court, the ECF filing system is basically PACER. When I want to look up the status of some case, I might use PACER. If a transcript is sealed (say, a settlement conference), the system will show you that. But, I don't think the courts keep that sheltered away within the electronic system or else (a) you would probably have all kinds of mistakes with clerks revealing things they are not supposed to and (b) you wouldn't want this info hacked/leaked. So, my question is, how would hacking PACER get someone access to sealed indictments? I don't think the system works that way.

It depends on which system was hacked.
The surface-level ECF-PACER won't have it, but the clerk systems will.
Regardless, the indictments won't go away if they're deleted. There are copies of these documents elsewhere.
