I think I recall some semantics in the past where the incoming administration insisted on calling the speech “Address to the Nation,” or something similar, instead of “State of the Union,” but I can’t recall there ever being no speech at all.
Our doddering President* is not physically capable of staying up late enough to give a speech. Jill feeds him his tapioca, and sumbitch is in bed by 5:30.
