President Trump got his military funded and some say he plans to use the corps of engineers to build the wall. Whether that's so or not the bill that passed was not a budget. It was a spending bill. This is not earth shattering.

The movie always annoyed me because there was no way of knowing what was truth and what was not, given that the penultimate scene showed that the character names were fake and taken from the wall, but the final scene shows the lawyer character picking up Spacey. Also I last watching the movie like 20 years ago so I don't remember anything about it other than those final two scenes.

Congress took advantage of that and backed backed him into a corner. Either he vetos it, and get blamed for the shutdown, or he signs it.
He's trying to save face by asking for a line item veto, which there is no way he will get.
