Plane captains are usually e2 or e3. And well that responsibility falls under the plane captain. Brown shirt must ensure blue shirts secure bird when parked

maybe so. but ultimately it's the responsibility of the flight deck supervisor over that crew. how something like that gets overlooked is unreal.

once the bird is parked, it's the plane captain's responsibility.
