Let’s talk specifics. How harsh? People who become addicts don’t tend have the best understanding of consequences in the first place so I question the effectiveness of your approach. But hey why not. Let’s give a shot. While also killing the foreign suppliers.

the goal is to prevent use, not treat addicts.

Its the demand driving the market, nothing you can do supply side will change that. Its a 650 billion dollar market.

You slow demand, fewer people will risk their lives in the supply chain.

How do we prevent use? Specifics please. I'm a firm believer in the phrase "You can lead a horse to water, but you can't make him drink". Just don't see a way to help people that don't want to help themselves.
