People have to suspend belief in order to give things like this the benefit of the doubt. In this political climate, with today's technology. This van doesn't drive around anywhere without getting thousands of uploads to the internet of it.
The people in control may have access to all information and all the tools to wield whatever power they believe they have. But they are also old. And this was a very old person way of doing a very old thing. And it doesn't make sense in today's world of technology and political climate.
