Also this visit was announced. It was known the Bushes were there and could be expected the Pres could go over there to meet. Thus an ambush could be set up. I’m sure no one expects people to jump the White House fence or a nut to shoot up a baseball practice but it happens
If Obama’s trips were unannounced and unplanned or it was not as predictable then there is a difference in the security assessment.
