The guy was most likely promised that "nothing would come of it" and "local authorities won't press charges".

According to your theory the Trump DOJ is letting the hoax go unpunished, by not charging him with any hoax crimes...along with the obvious conspiracy crime that would also be present given you can't act alone in this
