It's probably to bring forces out in the open. I doubt Iran really has any control over Kharg or any potential financial gain from it at this point. I'm sure it's all been frozen.

Seems to the casual observer that Iran is reaching into its last reserves as far as missiles go, with all the duds that fell back to earth today and their use of cluster bombs. Plus they're most likely using old launchers and untrained individuals, which isn't helping.

They also haven't had a major drone strike reported lately. IF they have anything left, they're saving the last little bit. But it seems like they're practically out of effective ballistic missiles and drones and trained individuals to launch them after firing 3300-ish missiles with a 1% hit rate and thousands more drones

ETA - it's also been 3+ weeks since the Junior Khemenei has been seen in person or made a video statement, with a plethora of other "officials" making grand statements for the regime in his place (before they die). This dude is dead and they're not even referring to him as if he's alive and making decisions anymore
