What they do to their citizens has no bearing on how they behave geopolitically, where they are a rational actor. We can judge that rationality by judging their actions. Someone please link Tucker Carlson's interview with Bolton from last week. The last 20 seconds is must-see TV. Tucker leaves no doubt what he thinks of Mr. Bolton.

Even though they are insane, they know a bit of history and can see how that whole "We just want to trade with you guys!" shtick worked out for the Indians. They probably have some reservations about taking that approach.
