In terms of foreign policy, they are not insane. They practice the same realpolitik that everyone does. What they do to their citizens has no bearing on how they behave geopolitically, where they are a rational actor. We can judge that rationality by judging their actions. Nothing they've done geopolitically has indicated they are irrational or insane. Please provide evidence of this insanity. If you understood the difference between Shia's and Sunni's you could understand why the Shia are more able to adapt because of structural features of the sect.

The Shia have some structural features that make them more adaptable in general. Firstly the hierarchy, with the marja', at the top allows them to delineate goals for groups committed to that marja'. Secondly, nearly all Shia are of the Usuli subschool of the Jafari school, and one feature of the Usuli is the ability of the marja' to use reasoning to nullify hadiths which have evidence of unreliability. This combined with taqlid allows them to reason around whatever inconveniences they face, and is a major reason that the Wahhabi/Salafi sect despises the Shia, as they consider this reasoning out of the hadiths to be heretical. The combination of the taqlid and marja' system aids to the sense of hierarchical structure that is useful in organizing and resisting.
