The informant is a private citizen that was working in Russia and was exposed to what was going on and sought out the FBI.

Perez was directly throwing her and Brazile under the bus with his statement last night.
She either directly authorized it as head of the DNC or one of her underlings did it on her behalf. And it is probably one of the less shady things she did that year to be honest.
