Yeah, that's pretty much how I see it.
If I'm not mistaken, Trump did it on a small scale already when he made Ric Grenell the "acting DNI" back in 2020, I think.
Just get a solid group together (Grenell, Flynn, etc). Make Vance the government ethics czar to whom they all answer, have them gameplan and create a POAM (Plan of Action & Milestones)-- to borrow a military term-- to establish a plan of continuity as they rotate, then... to the extent the Senate wants to play hardball and not confirm Trump's choices, they rotate as needed while Vance oversees the process.
I don't have the expertise to know if there are reasons this can't work, but as long as Trump asks the Senate to confirm appointments and the Senate refuses because they don't like them, it becomes the Senate's fault-- not Trump's, and the above process would ensure progress is made in cleaning out bad actors.
