Some retired people can keep their incomes low, while still having a large net worth.

A bunch in IRAs and 401Ks - until RMDs, (start at age 72 for many now) they produce no taxable income if you make no withdrawals.

If your taxable dollars are invested in stocks and funds that don't pay a lot of dividends, your income is low. If some of those stocks are a loss, you can sell some of those and some with gains for a net zero gain. That can free up a lot of cash for spending, w/o incurring a taxable income.

There is a downside to this - it may vary by state, but in IL if you have assets, you can get into a higher quality nursing home paying the higher rate out-of-pocket. If you run out of funds, you qualify for Medicaid, but you are 'grandfathered' into the nicer home, they can't kick you out once established there.

And they tried to fix it by stealing from the federal government and got caught.

They are hoodwinking you to think that asset value of individuals is the problem, its a knats arse compared to the billions going to illegals and they kept adding by age group compounding the problem.
