Tell the Coast Guard the new bridge will have a clearance of 73 feet. The Sabine Bridge height wasn’t the topic. The design was. You can build a less expensive bridge and not need a toll.

I believe the height of the new bridge would be around 70 feet to accommodate an existing facility further up river. That's about the height of the existing concrete pillars in the river. That would allow for much less grade, but would be more of a bridge than at the Sabine.

To answer one question, after doing some digging on this, it appears that, in general, no, tolls can't be added to existing interstate highways.
However, there are exceptions. One is, if a section of interstate wants to go toll, there must be an existing alternate route that is interstate highway. In Lake Charles, the I-210 bypass would then become the primary interstate through Lake Charles. The I-10 bridge would be labeled the alternative route, with a toll.
What I haven't figured out is how the boundaries for where the private bridge begins, and where government-funded maintenance on the rest of the highway, will play out. Does the whole stretch of I-10 through Lake Charles between the 210 interchanges become something like "The Sam Houston Toll Road" through the downtown corridor?

Exactly. Local traffic causes congestion on the interstate. Unfortunately it seems that most city planning relies upon the interstate instead of building efficient surface streets.

That is the bridge that should be used for the BR bypass.
