We have hundreds of miles of fencing and barriers in areas where crossings are easy. Most the the Texas-Mexico border is privately owned land and open, harsh land without development. It is harsh to cross and divided up by private fencing. You can’t just drive across without hitting natural or man made barriers. Walking is very difficult because of distances (a hundred miles of dry Texas ranchland) and the absence of available drinking water, etc.
To put up fencing along the thousands of miles Texas-Mexico border, and set up a system to monitor that barrier, would be an extremely massive commitment, without any real benefit in that area. We would get more effective use out of increased road patrols.
