Don't fret over the shenanigans that will take place in that state because it's not worth the stress. In the end, Trump won't need that state anyway.
If you need a 'pick me up' for tomorrow's election, go listen to Steve Deace's podcast from today. He breaks down the early voting using the democrat's model, TargetSmart and compares it to early voting in 2016 and then projects the remaining votes based on prior voting history. I promise you, you WILL like the analysis results.

All we need is ONE of PA, WI, MI, and MN.
Michigan looks like a lock. WI is starting to lean. Trump is up in PA.
Joe would have to sweep all 4 states to win. That’s not happening.

If you are correct then Trump has been spending a hell of amount of time and effort in a state he won't even need.

He just needs to focus on locking up MI and WI and it's over. He can then call it a win tomorrow night. Let that crook Gov in PA cheat his voters. The only energy I would spend is getting him locked up for corruption.

PA has 20 EVs. Trump won it in 2016. Winning it GUARANTEES the victory. Winning PA also keeps other pathways to victory open in the unlikely event that GA or NC falls. MI and WI were toss-ups until recently.
Of course, Trump is going to spend a lot of time and money, there. He almost HAS to have 1 of the 4 to win and PA is the guarantee of victory. Why would he not spend lots of time and money, there.
The point of the OP was that Trump can (and will) still win re-election without PA.

Trump needs win one of MI, WI, or MN. Biden needs GA and NC.
As long as Trump can hold serve in the south and sunbelt, he just needs to lock up one of the three and PA doesn’t matter.

Hopefully he can keep the south , Arizona , NC and pick up some northern states besides Michigan and Pennsylvania. If Trump has already won Michigan and the democrats cheat to keep James from winning it will really show their true colors .

I feel like the early voting favors trump more than normal since he likely wins more dem registered voters than Biden does republican votes. I have a feeling more dems didn’t switch parties officially.
