The top-right box is part the Democrats' budget proposal (which is now a key point for their votes in ending the shutdown by passing the budget). That proposal is to repeal the items in the two bottom-right boxes (thus the words "REPEALED" capitalized and written in red in the boxes on the left side).

Let me put it a little more clearly. The current law we're discussing here is

And then lists the different versions of legal aliens. This means any aliens outside of this framework are therefore not eligible for Medicaid benefits. The only alien group outside of the framework are illegals, thus REPEAL of this would mean illegals would then be eligible for said benefits.
