Trump is pro-predictive markets. He made a point to have the federal government take over the regulation of the area under the CFTC to prevent states from having any control. The people in charge of predictive market regulation at the CTFC seem to be unqualified to effectively control it. This is almost certainly by design.

It is really worse than that. Just engaging in betting tips off our enemies (and allies). There is 100% certainty that foreign spy agencies and analyzing the predictive markets to uncover actions that indicate inside knowledge.

If you were closely analyzing bets on Trumps speeches a state level intelligence agency probably could have seen the patterns of Gabriel Perez (Whitehouse teleprompter operator). It is unlikely he could have spilled many beans because I assume all his info was going to be public shortly in a speech but it is just illustrative of the problem.

Anyone should be able to see the potential issues (which will manifest) of being able to bet on politics and war fighting.
