and when Mexico responds with higher/new tariffs on the $236billion of US exports to Mexico (as they did with the long-haul trucking issue), how exactly is Mexico paying for it?
Mexico's has a ~$50 billion per year trade advantage over the U.S. per year. You're saying that Mexico is willing to risk that advantage even if the wall cost $10 billion (one time payment)? That would be a pretty dumb move on their part.
Furthermore, documented remittances to Mexico per year are approximately$25 billion per year. IIRC the average remittance to Mexico is $187. Simply tax remittances at 4% and the federal government can generate $1 Billion per year. And no a 4% tax on remittances won't change behaviors substantially and most people sending money back to Mexico via bank wire and Western Union are not sophisticated enough to use bitcoin. The $1 Billion per year is the perfect amount needed to fund the wall if 10 year treasuries are issued to fund the wall. 10 times $1 billion is $10 billion. Any interest payments can be made by defunding $250 million per year in foreign aid to Mexico.
ETA: FWIW, Mexico taxes remittances from the U.S. at 12%.
In other words when Juan lettuce picker sends $1,000 back to his Mexican family and the family picks up the cash $880 goes to the family and $120 goes to Enrique Peña Nieto.

Government failure to secure the border, answered by more government.
Lemme guess, you consider yourself a conservative.
I've seen similar posts on here by leftists as if this is some "Gotcha!" point. So, the federal government will finally perform one of the basic functions it is supposed to instead of the 90% of the unconstitutional shite it wastes money on and this is where you draw your fiscal limit? Nice try.

What is likely to happen is congress will pass legislation to initially fund the wall then after DJT negotiates with Mexico congress will pass legislation to raise the revenue to pay for the wall from Mexico either by taxing remittances, imposing tariffs or removing foreign aid (to Mexico).
Do we get a tax rebate plus interest after they've paid in full?

Name me the last time the federal gov't actually did something and tried to pay for it. It's not gonna happen. I don't care how you think it's gonna work or how you've been told it's gonna work.

Goods exports totaled $236 billion; goods imports totaled $295 billion. The U.S. goods trade deficit with Mexico was $58 billion in 2015.

I guess in the republican world on this board, the US can do whatever they want and Mexico will bend over and take it....
I guess in a Democrat world you guys are just used to Obama bending over and taking it.
