Because that 1 thing by itself wouldn't be effective enough,and easy to defeat by bum rushes in different areas.
The wall,road,increased patrols,drones,video cameras all used together though will be pretty effective.Nothing will be 100% effective,but I think 90% effective is reasonable.

There are means of preventing that in the model specs. That said, the "tunnel" bit is mostly used for moving contraband. They are not designed for moving large numbers of people for the reasons I stated a few posts back. If you're smuggling contraband, the last thing you want is to draw attention to yourself...which is what would happen if large numbers of people were lining up and disappearing into a hole.

You are right,right now they are coming through all of that scrub brush that can't be patrolled efficiently.
There is no way to guess where they will come out of that fricking maze.
If you have a road stretching the entire border,it's for certain that they will have to cross that at some point,after climbing a wall.That would put them in the open for a significant period of time.Easier for patrols/camera/drones/sensors to spot them.
