It seems like an oxymoronic statement, but that doesn't make it non-factual. Purely hypothetical numbers, but if there are 10,000 people in the street, and 100 throw a beer bottle at a cop, it is still mostly peaceful, with 100 peaceful protesters for every act of violence.
