Restaurant owner is a big part of the problem. He owns the premises and has the absolute right to control access. Either he provides a pleasant atmosphere for a meal or he does not. The first sign of one patron harassing another should result in immediate expulsion of the harasser ... regardless of political affiliation.

Yes it is. No reason for an owner to let a prolonged verbal attack take place. When they don't try to defuse the situation it makes me think the owner agrees with the attacker. If it ever happens to me and the owner doesn't step in quickly, he'll be getting a peace of my mind before I pay the tab or he can run my arse out before I do pay him. His choice.
