Collins is a no.
Still without triggers Corker is a no and probably Flake as well. Triggers will probably be taken out in committee and that is why Corker and Flake are on the fence plus Flake doesn’t like Trump.
The problem with Murkowski is the drilling will probably be taken out in committee as well.
It will be close and will be a watered down bill that will probably pass for polical reasons similar to how Obamacare was a watered down bill to get votes.

It happened with Obamacare. They kept adding amendments until it was so watered down it didn’t work how they expected.
