It's more about resource allocation and certain cultural traits that are found more often in higher-IQ populations.
It's a reinforcement mechanism. Pathological cultures do not engage in this reinforcement and after a few generations don't even have the ability to engage in it.
The simplest behavior that I think we've found is reading to young children. Language is a huge variable in developing and increasing IQ over time. That's the leading theory on developed societal IQ increasing the past 100 years or so. We've ha an explosion over that time period in exposure to language in our daily lives.

The problem with your theory is even if we take it as true, society is running in the complete opposite direction. Schools, testing, reading = bad. Victimization and dysfunction - optimal.

I mean we're still not as bad as the 80s and 90s
But yes. The problem is being able to call pathological behaviors and culture, pathological. That's why academics who engage in this silliness have to stretch so hard to explain why everything else is the cause, and even then they don't like to even hint at the marginalized populations being pathological in any way.

I agree marriage sucks and should be outlawed(jk) but really Marriage is an antiquated idea. Why take a perfectly healthy relationship and let the government get their hands on it. Stay with your child's mother or father but there's no reason to get married.

I grew up in the 70s. came of age in the 80s and lived my young adult life in the 90s
If youre a stat hound this is probably correct. If you lived through it, you realize society is falling apart, the new "communities" have no real substance.
The meek shall inherit the earth compadre, they're coming after you too. You'll be one of the last to realize it.

Hmmm, I think she has an excellent point. It might also explain the difference in crime rates. She could write a new paper:

With her community partners, she co-founded the Montana Immigrant Justice Alliance (MIJA.org), a statewide nonprofit working for immigrant rights, and Amigas de la Comunidad, a NOVA-based community advisory board.
Another devout member of the Church of Racism and Deconstruction among the college ranks.
