It's not a bad idea at all. Salt domes are considered one of the safest and most secure disposal methods. The military uses them (on land) for their nuclear waste. The physical properties of salt domes are such that water cannot penetrate it and it "heals" itself and seals up naturally.
Louisiana already does this as part of the strategic petroleum reserve. They have already drilled hundreds of meters down into salt domes (from land) and store oil there. Remember, they do not store the oil in any containers, they just pump it directly down into the salt caverns. The salt will not allow it to "seep out" or anything of that sort. Nuclear waste would be no different, although they likely would build a container inside the salt cavern for more "insurance."

All commercial disposal operations of high-level or low-level radioactive wastes as defined in R.S. 30:2103 on land not owned by the state or the federal government, and all disposals of radioactive waste or NORM waste as defined in R.S. 30:2103 not in compliance with the rules and regulations adopted by the secretary pursuant to the provisions of this Chapter are prohibited.
B. Notwithstanding any law, order, or regulation to the contrary, no salt dome within the jurisdiction of the state of Louisiana shall be utilized as a temporary or permanent disposal site for radioactive waste or other radioactive material of any nature by any person.
So the theoretical plan is to process and concentrate the waste on land and then store it in salt domes beyond the three miles of state waters. Port Fourchon would be used as a hub to transport the waste to the disposal site.
LSU is just in it for the research dollars in concocting the scheme.
Fun fact there is an episode of SeaQuest DSV where all the nuclear weapons were abandoned deep in the ocean in a sea mount. There is an environmentalist wacko that is granted asylum who visits SeaQuest and places a device to remotely take over SeaQuest and fire its laser weapons onto the site to make the material unstable causing a detonation or radiation leak.
