I will make my last mortgage payment this December. I will still be on the hook for $10,000 a year in property tax and insurance.
15 year notes are the way to go

Don't be greedy.

Raising the base flood elevation and putting everyone in a "special high risk" flood zone to save the mismanaged flood insurance program probably contributed to foreclosures.

Mine went from "no flood every hundred years" to "special high risk" flood zone. Over $4000 a year.

Every ten to twenty years?

In this case it was because FEMA bribed the parishes to participate in their program to save the NFIP.
