Memphis hit a fiscal cliff about 15 years ago. They ended up cutting workers and moving a lot of public service personnel (like firefighters) away from a pension and towards a defined contribution plan. I'm sure they'll return to their old ways of failing constantly....but for a while they were probably in better fiscal shape than their peers because of the hell they went through back then.
Los Angeles and Chicago still haven't dealt with their issues. If they get funding from the state or the feds, they'll keep kicking the can down the road.
