You need to follow the commas and the "or"s.

Re-read paying attention to the legal interpretation of the comma placement and use of "or".

for his own private gain is just one of the 3 prohibited actions/results.

Unfortunately, part of my job is tearing apart contracts finding the gotchas that the purchaser just flew by and signed anyway.
