Just got off a conference call with some other CPAs that I am in a monthly virtual group with.
There are SO MANY issues here, if we use 2018 returns. People could have moved. They could have changed bank accounts. They could have divorced. They could be eligible for an advance check based on 2018 returns, but not on 2019. They could have owed in 2018 and are getting a refund in 2019.
How are they going to cross-check all of this? For the provision that uses social security payment data instead of tax returns, who is going to do all of this?
And if they screw it up, which you know they will, what is your recourse? IRS has shut down all the taxpayer assistance centers, and is shutting down lots of phone centers. They aren't exactly set up for the call center staff to work remotely.
How are they going to program their systems to determine the check amounts? It takes them months to make minor system updates.
I sincerely doubt their ability to do this in 2-3 weeks, but if they can pull it off, the number of mistakes is going to be astronomical.

Topic is misleading...the only question in this topic is how and when are we getting our cash.
Are they going to go in alphabetical order, last digit of your social security number, location, etc.? I know some that go screwed in the Bush stimulus that had to wait several weeks.
Are we going to get a physical check or a direct deposit?
If they send everyone a check, can you imagine the lines at banks now that most are drive thru only?

Supposedly, if you have direct deposit information on your 18 or 19 return, they will use that.
Of course, there are a lot of issues here, which is why I think the timing is a fantasy.

What you are talking about is an offset and yes this is supposed to be exempt from offsets like back taxes and back child support. So you should still get a check if you owe these things.

Could the parent claiming head of household get the check for the kids instead of the parent who claims the kids as dependents? Washington post article says head of household will receive check for kids.
Also, what if you make too much money to receive anything for yourself, would you still get check for the kids ?
