RealID would go a long way to documenting this.
But what do you do when someone is rushed to a hospital without a driver's license or state ID? Refuse admittance?

We can only hope that is the case, but we all know how our federal government is self-serving and never does a d***ed thing when it comes to actually addressing real, legitimate, issues that affect the sovereignty of our country.

Aren't we talking about determining that the baby was born within the US?

We are talking about a baby being born in the US.
The 14th amendment references Legal Jurisdiction of the parents for citizenship.
The biggest challenge to "legal jurisdiction" being applicable is proving the parents are here legally when a baby is born.
RealID does that (you need social security card and birth certificate or passport to get RealID).
There are 19 states who issue Drivers licenses without verifying birth certificates/passports and social security cards.
And then there are those who do not drive or fly or vote.

State views of domicile have no more relevance in this discussion than do states' predilection for or against against illegal immigration.
Regarding domicile, the classic domicile test asks whether someone intends/expects to remain indefinitely. An illegal knows their stay is contingent on not being caught. That is a conditional, not an indefinite presence. An illegal's presence/domicile here is precarious at best. It could be ripped away at any moment by legal forces outside his/her control. I can buy a powerball ticket intending to win. That does not change the nature of the "investment."
