Can’t expect anything good from him on this topic. He doesn’t understand American election principles.
If the scan may not pick up a signature, that ballot shouldn’t be counted. The records would show just like this, and can’t be proven to be signed.

This audit was very timely. I know of municipal governments who still haven't released fiscal year 2019 audits. An audit of a government entity coming out in under a year is quite reasonable. This audit came out in...what? 6, 7 months? 8 months if it started in January? That's a pretty quick turnaround. Most of my government clients aren't even ready for us to begin work that soon.
