Basically the legislature passed a bill making it illegal for local governments to require low income housing to be included in every new residential area's zoning.
HUD was moving in that direction under Obama to require low income housing to be included in every new housing development in all cities that received Federal government housing assistance, which meant all cities.
Trump's HUD dropped that initiative.
The New Orleans city council is considering an ordinance requiring inclusionary zoning for Orleans Parish.
The letter was from Jason Williams, president, New Orleans City Council, asking Gov Edwards to veto the legislature's just adopted bill which makes such inclusionary zoning ordinances illegal in Louisiana.

Inclusionary zoning is a planning tool that would require new residential developments to set aside a certain portion of the housing units for low- or moderate-income residents and offer real estate developers zoning bonuses and tax or other incentives in return.

Just let NOLA make the decisions for the rest of the State. Jason knows better than the legislature.

Just as I don't want the Feds involved in local zoning, I don't want the state involved either.
Cities should make their own zoning laws.

St Tammany and Jefferson would just become even more attractive for middle class families.

The Orleans Parish School System is doing enough of that already.
If you aren’t in Ben Franklin, you are generally looking elsewhere for public schools.

That's nothing new though. NOLA families with the means to afford it have been sending their kids to Catholic or other private schools for decades because of how bad the public schools are.
ETA: At least there's an option to pay for better schools. With this housing proposal, the only option to keep low income housing from bringing down the neighborhood is apparently move out of the parish completely.

Ask former property owners from the Shenandoah area in Baton Rouge what the introduction of low income housing does.
And NOLA has been doing this at least since Marc Morial was mayor. American Can Company had low income requirements.
