It is entirely different when the "election year" is one in which the occupant MUST leave.
Obama got both his nominees in his first term and might I add, he got them without much of a fight. Kagan got 5 Repub votes and Sotomayor got 9.
The theory that it's the Repubs who cause this whole Supreme court hysteria is a complete myth.

If 5he Democrats had controlled the Senate in 2016, Merrick Garland would be a Supreme Court Justice right now. In order to do what McConnell and the GOP did, that party has to be in the majority.
I don't know why this simple fact keeps getting overlooked. The GOP could absolutely appoint a Supreme Court nominee in 2020, because they control the Senate.
