Leaked Conversation Of AZ Dems & Attempt to Cover Up 98,000 Voter Registrations

The short version of the story is AZ leaders attempt to rationalize voter fraud because it's too difficult and/or inconvenient to address. But then there's this gem:

My understanding is that this is true. The registrations in question are from people who have been registered for a long time (since before showing proof of citizenship was a requirement to register), so they are mostly older citizens who were never asked for proof. mostly older and mostly citizens and they are probably skewed towards republicans. This does not look like the cheating "give non-citizens a fed-only ballot because we aren't allowed to ask".

How? I don't think their registrations are illegal for federal elections. It seems the legal requirements were only for local/state elections, so moving their status to federal only wouldn't run afoul of any law, so where is the fraud?

Because these are illegal voter registrations. By moving them to federal only, the understanding is they are already legal in their state of registration. They aren't and they know it, so they are moving them just to avoid having to address their status while keeping them active (see: ghost voters). This purposeful attempt at obfuscation is an intent to defraud by passing them off as legal voters.
