This is what happens when you scrape the bottom of the barrel crewing a vessel. The fines will be adjudicated later. By paying a deposit the Master just admitted guilt so the ship would not be delayed further. The fines are nothing compared to the demurrage the cargo/ship owner will have to pay.

Really stupid doing something like this off the coast of Sweden no less. This shows the crew is not experienced in sailing these waters. Dumping coal waste is common in Chinese waters, certainly not European. But for some, learning is always done the hard way.

16 years is just too long for anybody to be in power over a country the way Orban was... at that point, every problem is because of him, since the opposition has been so minimized and you run out of scapegoats. The only way to stay in power then is force, and while I do think that was on the back burner in Hungary, the opposition was too large and popular for it to really work... Hungarians have a memory of revolution from 1956, when they tried to oust the Communist government and the U.S.S.R. sent in forces to defeat it. That's why Orban's embrace of Putin bit him in the arse with the Hungarian public. As in Poland, they are starting to view Russia through the memory of the U.S.S.R.'s aggressions.
