Youtube link from the Lowy Institute's official channel. Should start at 25:15 when Zelensky is talking about NATO. This isn't a pro-Russia/pro-Putin site, they invited Zelensky to speak so why would they twist his words?

Zelensky speaks English. I don't know if he was able to hear the translator as he was speaking but if he did and his words were translated improperly, I would think he would have clarified.

The text that you quoted is HERE at 10:20 in the video. The part where he calls for "preventative strikes" is at 25:15.
