He and TaxingAuthority are really saying that they want the United States to not impose restrictions on trade regardless of whether or not that partner is itself imposing restrictions on trade. No tariffs on U.S side even if tariffs exist on other side. No restrictions even if slave labor is used. No restrictions, even if IP is stolen. No restrictions even if currency is manipulated. No restrictions, even if a country is buying off politicians in the U.S. in order to get favorable trade environments.

Exactly. Free trade was sold to the USA by FDR and used the idea that trading nations will not go to war with a nation they are trading with.
