Simple.
Call the police and tell them that a woman has stolen money from your children at your house, and to please send a car to your address.
Ask/tell the woman not to leave until the police arrive. When the police come, tell them that You'd like her arrested for robbery, and you'll swear out a warrant.
From that point on, she becomes the perpetrator and is on the defensive until the incident is settled.
You've just made that bitch's life miserable, and probably expensive!

This has to be a troll. I’m sorry, that blows every Karen video out of the water. In my neighborhood I’ve seen like 12 lemonade stands this summer, and no one has given a frick. This is just too out there.

People need to put an end to this kind of shite.

Take their phone and either keep it , smash it, or take the SIM.
Next, slap the everloving dog-shite out of these people and make sure all witnesses have a story that corroborates yours :"I felt I was in danger" is your mantra.
These people need to be reminded that the world belongs to the good guys.
First thing to do when confronted with a nut like this who is seeking drama: Take their phone from them.
