The question should be phrased in terms of % and not total numbers.
The real question, as always, is the costs involved compared to the potential threat.
That's why policies like requiring ID (low cost) to vote are good policies.
The problem, as always, is that when people are willing to engage in dishonesty and fraud, they have an advantage. How much of a burden on legal, law-abiding citizens is worth the cost of impact? That's when the potential threat enters the calculation. High-cost solutions that are not likely to make any meaningful difference are going to be an issue.

That sounds reasonable for discussion purposes, but it would be very difficult to be enacted as a policy.
